exercised here in the beautiful city of san francisco and the state of california where i chose to live, but many california voters are voting with their feet and they are voting with their feet to leave the state of california. they are moving to nevada, texas and other parts of the country where they are less taxed and regulated and less burdened by rules such as calorie count on the menus such as the regulations regarding home care workers, it does not make sense to start a new business here in california. and frankly that is where the taxes come from in most states they come from businesses. as the businesses flee you are going to see the tax base flee and as legislatures such as senator leno continue to pass more legislation that impedes the freedom of business and citizens to exercise their rights you are going to see them vote with their feet and leave california. >> that attorneys me as someone who wants to retire and die in california i don't want to leave the state as a economic matter i don't consider myself to be fairly taxed. i do pay a higher tax rate and i think that is f

francisco by creating solar sf. we did not just quad droople the number of solar roofs we created 28 companies and created 450 jobs in the city and making san francisco the solar capitol of california. when people were losing their homes here in san francisco in call, there is plenty of talk and discussion about what to do, we commissioned the first report of its kind to make sure that there were facts behind the dialogue, and because of those facts that came out in our report, looking at foreclosures, finding fraud and finding inappropriate activities that happened by the lenders, action was taken and the home owner's bill of rights and i was proud to be one of the co-sponsors of the piece of legislation in the state. when people talk about fixing education, i first and foremost have that personal experience going into the public schools and going to uc berkeley and seeing my daughter attend a kindergarten every day. and i can tell you that there is no more important issue in our state than education and what we are doing. we need to make sure that it is a priority and it is getting funded and we can't continue to fund higher ed at the same level of that question was being funded and we

california, here in san francisco for the past 35 years. starting small businesses in 1978 and coming into public service in 1998. the 14 years that i have had the elective office have been a rare and privilege opportunity to serve, which i think is to be the best districts of the state of california, and the city and county of san francisco, this past couple of years in the sonoma county as well and going back and representing the west tip as well. and i want to continue to make sure that we have a strong government, strong and effective state government. and i have talked about the governor nans issue, making sure that we let the majority rule so that we don't have the kind of stall mates that we find currently where the minority party can block what the majority wants to do and so we can have the democracy. i make the point that we didn't become the 8th or 9th largest economy in the world by chance. we became so because for generations we taxed ourselves appropriately and invested in some of the best public structures this world has ever seen, the best k-12 system, the most accessible a

the university of california san francisco community partnership's fourth annual partnership's celebration. this took place on october 18th and i am pleased to announce that two of our collaborations were honored that evening. the first of which was the learner and community partnership award, which went to our physical education partnership and that is comprised of the pd department, shape up san francisco and our lead department. they were awarded for forming a pe advocates team that examined the quality and quantity of the pe offered in the san francisco unified school district. we were also recognized for our partnership for our staff award and this went to a program called enhancing young woman's health through university partnerships. it is an innovative program, it is a 12 partnership between ucsf woman's health and usfd school health and wellness centers. i want to thank all of the staff members and all of the staff members from ucsf from their collaboration and particularly to claudia, and steven. speaking of partnerships i would like to call your attention to one of o

hydrants in san francisco are not uniform with the rest of california. should san francisco experience another catastrophic earthquake and fire, visiting firefighters will not have easy access to available water. we need standardized fire hydrants. i would like to begin a discussion about a department of public safety. this is a combination of the police, fire and emergency services into one department. there could be a cost savings due to a reduction in department heads and fewer employees required. presently, this is in existence in the city of sunnyvale. park lawnses should include maintenance. currently they do not. unfortunately today when a park is finished, we watch it fall apart before our eyes. parks and medians should be planted with california natives to provide sustenance for local fauna. solar windows should be installed in every new building. older buildings should be retrofitted with solar windows to reduce the urban heat effect in san francisco. the top of new buildings could have green roofs which could delay ask reduce stormwater discharge into the bay as much as 40%.
